I live in Canada and has a dog in training. Always wear a jacket when we in public. I also carry a letter from my doctor, who says he is medically necessary. While socializing and training dogs, there are times when to be distracted and "bad behavior", as the bark when they should be provided for all. When this happens, try to save my dog immediately on the spot or withdraw.
